SB 280 -- LICENSURE OF COSMETOLOGISTS SPONSOR: Taylor (Wasson) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Professional Registration and Licensing by a vote of 12 to 0. This bill increases from 750 to 800 the number of hours a manicurist apprentice must complete in order to be licensed. A person is allowed to make application for the required licensing examination if the person is a graduate of a foreign cosmetology program and the State Board of Cosmetology determines that the program has educational requirements which are substantially the same as an educational establishment licensed by the board. FISCAL NOTE: No impact on state funds in FY 2006, FY 2007, and FY 2008. PROPONENTS: Supporters say that the bill makes the hours of class curriculum consistent with the number of hours necessary to become licensed and allows the State Board of Cosmetology to accept out-of-country training for applicants. Testifying for the bill were Representative Wasson; Missouri State Board of Cosmetology; and Lodge of the Four Seasons. OPPONENTS: There was no opposition voiced to the committee.
